I am directed to ack[nowledge] the receipt of your letter of the 7th August regarding the problem of piracy in certain waters adjacent to the Colony of Hong Kong, and to inform you that your suggestion for the deletion of the reference to the inefficiency of a certain class of ships' officers on the China coast which had been recorded in the Note of the proceedings of the Conference held at this Dept. on the 10th July has been referred to Mr. Fletcher.

  1. Mr. Fletcher has replied that he appreciates your suggestion and that he has put forward an alternative version in substitution for the passage to which you take exception. The alternative is as follows:-
